Harvard University Master Contract /
Wage and Benefit Parity Policy (WABPP)
Harvard University (HU) has adopted a new policy that ensures that the outsourcing of service requirements is pursued to increase quality and spark innovation, not to adversely affect the wages and benefits of HarvardÍs own service employees. Contractors that provide custodial, dining, and security / parking services to Harvard departments must pay their on-campus, non-management employees total compensation comparable to the total compensation received by Harvard's in-house unionized employees who perform the same work.
As a result of this policy change, Harvard University will be required to certify vendor compliance for vendors who provide custodial, dining, and security/parking services.
To manage and coordinate the certification process, the University has instituted a master contract for custodial, dining service, and security / parking suppliers that includes the HU Wage and Benefit Parity Contract Rider. Please note that provisions relating to the operational, routine performance of duties on site at Harvard will continue to be handled at the local level. Master contracts will be applicable to vendors in the affected areas whose services or contracts exceed $50,000 per annum and extend for nine months or longer.
Copies of the master contracts and certification checklists are on file in the Procurement Management Department. Selected contractors have an addendum on file to their master contracts.
